Background Information

Disability is an increasing extent being addressed as an issue to be included into mainstream development rather than as a matter of separate programs and charity. This follows the recognition that people with disabilities are citizens with equal rights, who given the opportunities are able to contribute economically and socially to their households and communities.

Self-income generation activities are essential towards economic self-reliance of people with disabilities. Although providing educational and Training opportunities for persons with disabilities is central to economic empowerment, minimum access to education for PWDs is still to be achieved. According to the survey of different international organizations, about 15% of the world’s population lives with some forms of disabilities in terms of physical capabilities. Though the rate of growth of disability in Bangladesh is not like that according the different census and recent country wise disability detect survey the rate is increasing at an alarming way. This significant numbers of people fall in unexpected helpless situation unwillingly and lead a measurable life. Most of their life is so difficult that not only their own livelihood but also to save their lives it is required to contribute others workforce.

Challenges

  1. Most CWDs are not getting admitted to schools and many of those who are admitted do not continue their education, Inadequate supply of stipend/ education materials/ assistive devices for CWDs
  2. Education is expensive for CWDs
  3. Most CWDs belong to poor family so they could not manage higher budget for their children education cost
  4. Multiple disabled or autistic/ learning disability couldn’t enroll in the mainstreaming education
  5. Special and integrated education are not encouraged by Govt. and civil society
  6. Mainstream teachers are not aware & trained about the special need of the CWDs
  7. Schools are not accessible and barrier free for all types of CWDs
  8. Rural roads and infrastructure are not accessible for physical & visual disabilities Family are not motivated & Teachers are no cooperative.
  9. There is no ramp, toilet is not accessible for children with physical disabled
  10. There is no sign language interpreter, sitting arrangement and other facility available for hearing & speech children also No Brail facility for blind.
  11. PWDs still remain the most disadvantaged groups in society and deprived from their basic rights and needs.

Solutions

  1. Pre-childhood service and education, formal (primary, secondary and higher)-informal education considering on the demand of PWDs combined with all facilities of education.
  2. Targeted Educational and Training Institute and Panel trainer (Vocational Training, Health Training, Language Training and Expert Teacher Training)
  3. Establish such type of institution with usable educational instruments based on different demand of disabled children by recruiting specialist trainer or by providing supporting instruments in existing institutions it will be easier to achieve education of disadvantaged disabled children in the rural area. This sub-unit will be able to implement the educational rights with effective participation in a free society.
  4. IEI sub unit will preserve a list of disabled children usable to receive education in the DETRC area and take the initiative to increase awareness in educational activities and encouragement activities.
  5. The nature of training will be determined according to the types of a disabled person and his other qualifications.
  1. Establish a research center. The research center will conduct 4 research studies regarding health and sociological issue
  2. Form sub-training centers throughout the unions by establishing a democratic process
  3. Build relationship with Government agencies, Business sector& civil society to organize Workshop & seminars to educate community.
  4. Work with Civil society and community leaders to take action and educate families agonist oppression
  5. Form an advocacy group and work cohesively with media to promote equal opportunities of disabled people
  6. Monitor implementation of disability law and UN standard rules and violation of disabled people’s rights
  7. Legal aid support to oppressed and disabled
  8. Influence to increase allocation for disabled people in National Budget: budget analysis and advocacy, campaign,
  9. Medea advocacy / Publication to accelerate the inclusive policy formulation by the government and private sector.
  10. Raise citizens’ awareness on voting rights of disabled people in local government and parliament elections

Long-Term Impact and Outcomes

PWDs will have employment opportunities through CBH as a result of being usable to work or could be able to make themselves as self-employed. For that reason, a different level of manpower will be established and taking different plan with them will be easier by states as a result of providing a preserve list of skilled manpower in relevant field to Government.
